ROMA was commissioned by the City of Napa to formulate a Concept Plan for the improvement of the downtown riverfront, a 270-acre area on the east and west banks of the Napa River that, because of its floodprone nature, has remained undeveloped and largely underutilized since the City’s inception. The purpose of the Concept Plan was to determine the future role of the riverfront by outlining a land use, flood control, open space and circulation strategy as the basis for capital improvement projects, General Plan Amendments and more specific land use regulations within the City’s zoning code.
