The Alameda Reuse and Redevelopment Authority (ARRA) engaged ROMA to prepare a "preliminary development concept" for the 700-acre former Naval Air Station situated on the west end of Alameda island between the Oakland Estuary and San Francisco Bay.  The property is constrained by state tidelands, a historic district, flood plain, bay mud, and remediation areas.  As an island, development is also influenced by limited access and shaped by city policies that place a priority on replacing employment as well as adding housing that reflects Alameda’s cherished small-town character.
